安徽省强制免疫疫苗管理模式分析

Discussion on Management Model of the Vaccines Used for Compulsory Vaccination in Anhui Province

为做好强制免疫疫苗管理,安徽省通过强化制度建设,规范疫苗采购及调拨使用、变更疫苗费用结算单位,建立疫苗管理系统,定期开展监督检查和第三方审计等措施,有效规避了采购风险,降低了疫苗管理成本,提高了资金使用效益。针对疫苗招标采购环节多、程序复杂,每年疫苗中标供应商变数大或供应商单一,疫苗经费配套政策缺失等问题的分析,从强化部门协调配合,提高"先打后补"比例,设立第二中标供应商,制定疫苗经费配套政策等方面提出相应对策。

In order to promote the management of vaccines used for compulsory immunization,a series of measures were adopted by Anhui Province,such as strengthening system establishment,standardizing vaccine purchase,distribution and application,changing the account unit of expense,developing a system for vaccine management,regularly carrying out supervision,check and third-party audit,as a result,the adopted measures effectively avoided the procurement risk,decreased the vaccine management cost,enhanced the efficiency of fund utilization.Also,some problems were encountered during the practice,such as the bidding and purchasing of vaccines involved a large number of links and a complicated procedure;for every year,the vaccine suppliers winning the bidding were too variable or single;the supporting policy for vaccine expenditure was deficient.At last,corresponding countermeasures were put forward from the aspects of strengthening cooperation among different departments,enlarging the ratio of＂Vaccination First,Subsidy Latter＂,establishing the second bidding supplier,as well as formulating supporting policies for vaccine expenditure.
