朝韩两国自建国后,分裂至今已经整整70年了,在这70年的历程中,国际政治格局不断发生变化。朝韩两国也根据不同时期的国内外局势各自调整着统一国家的方案和政策。20世纪五六十年代、20世纪七八十年代、20世纪九十年代以及21世纪以来的朝韩双方的统一方案和政策与当时国际局势和国内局势变化密不可分,且方案日趋详尽完善。因缺少安全机制和信任机制,实现朝鲜半岛统一面临诸多障碍,但目前已有缓和迹象。作为朝鲜和韩国的邻邦,中国在朝鲜半岛统一进程中要作出战略选择,需要以中国的国家安全利益为第一出发点做好应对预案,以免朝鲜半岛出现难以预料的不良局面,以维护朝鲜半岛以及东北亚局势的和平稳定。

The Korean Peninsula has been divided two countries(the DPRK and the Republic of Korea)for 70 years.In the course of these 70 years,the international political pattern has been changing.The DPRK and the Republic of Korea also adjust their plans and policies of different national unity according to the different domestic and foreign situations.The unified plans and policies of the DPRK and the Republic of Korea are closely related to the changes in the international and domestic situations since 50 stwentieth Century,and the programme is becoming more and more detailed.Because of the lack of security mechanism and trust mechanism,there are many obstacles to the unification of the Korean Peninsula,but there are signs of easing.As a neighbour of the DPRK and the Republic of Korea,China should make a strategic choice with the national security interests of China in the process of reunification of the Korean Peninsula.In order to safeguard the peace and stability of the Korean Peninsula and the situation in Northeast Asia,we should avoid unforeseen undesirable situations on the Korean Peninsula.
