大学内部治理中学生参与权实现路径研究——基于高等教育“放管服”改革视角

A Study on the Path for Students to Get Participation Right in University Internal Governance——From the Perspective of Higher Education Reform of “Streamlining Administration,Delegating Powers, Improving Regulation and Services”

随着高等教育迈进后大众化阶段,学生参与大学内部治理成为实现大学治理能力现代化的必然选择。大刀阔斧地推动高等教育"放管服"改革,不仅能够在进程上加快落实学生参与权的步伐,在内容上也可以为学生参与大学内部治理提供新思路、新方向。但当前我国学生参与还存在着传统大学体制运行的惯性、传统表达途径和制度保障的失灵、让渡方惜权不放和承接方能力有限等困境,需要通过减权去冗、优化服务、依章治校等路径来改善现状,促进学生参与权的实现。

With the popularization of higher education, the participation of students in university internal governance has become the inevitable choice to realize the modernization of university governance. To promote the reform of ＂streamlining administration, delegating powers, improving regulation and services＂ in higher education can not only quicken the pace of implementing the right of students＇ participation in the process, but also provide new ideas and new directions for students to participate in the internal governance of universities. And it is necessary to improve the present situation and promote the realization of students＇ participation right by simplifying the administration of power, optimizing the service, governing the schools according to the rules and so on.
