环境治理中“地方主体”互动逻辑及其实践理路

在政府主导型环境治理失灵的背景下,研究"地方主体"参与环境治理具有重要意义。在提出"互动式治理"框架的基础上,进一步阐释地方主体的互动逻辑及其实践理路,发现本地公司生态精英及其适用技术的有效运用,当地民众长期生产生活实践中形成的地方性生态知识,以及两者之间的有效互动是环境治理取得成效的主要原因。地方主体双向互动中完成的环境治理工作摆脱了"压力型体制下"地方政府环境治理困境和工作低效的难题,扩展了"政府主导"单一角色的治理困境,实现了环境、经济与社会效益的共赢。

The government-oriented environmental governance exists a lot of problems.Then it is of great practical significance to study the participation of"local subjects"in local environmental governance.Based on the local logical framework of interactive environmental governance,the paper aims at explaining the interactive logic and practical thought of the Local subjects in the environmental governance.The study finds that the company’s local eco-elite team and the localization technology are effective.And there are two main reasons for the effectiveness of governance.One is the local people’s local ecological knowledge;and the other is the effective interaction among local subjects.The environmental governance completes in the interaction of local subjects,which has overcome the difficulties of the local environmental governance under the"pressurized system",expanded local subjects of theenvironmentalgovernanceandachieved environmental,economic,social benefits.
