摘要
编外安全员作为基层安全生产监管的中坚力量,活跃在安全生产监管的"最后一公里",为我国的安监事业作出了巨大的贡献,但由于其特殊身份——编外聘用人员,在管理过程中面临一系列的问题和矛盾,严重影响了队伍的稳定性。"严格控制编外聘用人员"是深化党和国家机构改革的一项重要任务,如何将这支编外安全员队伍打造成一支"安监铁军",成为当前机构改革背景下亟待解决的一项重要课题。通过对A区编外安全员队伍开展实地调研,以人力资源管理的"规划、招聘与配置、培训、薪酬、绩效、员工关系"六大模块为分析视角,深入剖析问题所在,并从"选育用留"的新思路,提出八项具体建议,旨在全面优化编外安全员队伍的人力资源管理。
As the backbone of safety production supervision at the grass-roots level,off-staff safety officers are active in the"last mile"of safety production supervision and have made great contributions to the cause of safety supervision in China.However,because of the special identity of off-staff workers,safety staff are also faced with a series of problems and contradictions."Strict control of off-staff workers"is an important task of deepening the reform of the Party and the state institutions.How to build an"invincible security team"which is made up of off-staff workers has become an urgent problem to be solved under the background of institutional reform.Through the field investigation of the off-staff security team of A District,six modules of human resource management,"planning,recruitment and allocation,training,salary,performance,employee relationship",are analyzed in depth and eight specific suggestions are put forward from the new ideas of"Selection,Training,Using and Retention",which aims to comprehensively optimize the human resource management of off-staff safety officers.
