国家评估权利心理不仅可以满足民众在立法、执法和司法过程中的利益需求,还可以满足法律权利所需要的"群众基础"。国家对权利心理的评估可以实现个体心理与社会心理的平衡、大众心理与精英心理的平衡,国家评估需要在尊重个体权利心理的基础上,以社会共同的权利心理认知作为参考体系和评价标准,并采用一定的科学方法进行。

The law enforcement has to satisfy people＇s psychological appeals in order to achieve good social effects. The state evaluation is an important step in legal practice to convert concepts into realities. It not only meets people＇s interest needs in the legislative,executive and judicial process,but also provides＂the mass basis＂for legal rights. The state evaluation helps achieve a balance between individual mentality and social mentality,and between mass mentality and elite mentality. In either case,the state evaluation must be based on a respect to individual right mentality,and take the social cognition of right mentality as a reference system and evaluation criterion,and employ certain scientific methods.
