新发展理念下皖江城市带县域经济运行评价

Operation Assessment of County Economy of Wan Jiang City Belt Based on the New Development Concept

基于创新、协调、绿色、开放、共享五大发展理念,以皖江城市带为例,构建包含45个指标的评价指标体系,运用组合评价法构建评价模型,对安徽省皖江城市群34个县域经济发展情况进行评价。研究结果表明,皖江城市带的县域经济发展总体不平衡,排名前列的县域存在绿色发展和协调发展不足等短板,排名的上升往往是由创新发展水平的提升导致,排名靠后的县域的发展虽然相对均衡,但却缺乏经济增长点。由此提出相应对策建议。新常态下,县域经济将成为新的经济增长点,对县域经济运行进行评价,对于促进经济发展、缩小城乡差距有重要的意义。

Based on Five Development Concepts（ Innovation,Coordination,Green,Open and Shared）,it took the Wanjiang City Belt as an example in this paper to build an evaluation index system with 45 indicators,and the evaluation model was constructed by using the combined evaluation method to evaluate the economic development of the 34 counties in the Wanjiang City Belt. The results of the study showed that the development of the county economy in the Wanjiang City Belt is uneven,the top-ranking county green development and coordinated development have some shortcomings,and the rise in rankings is often caused by an increase in the level of innovation and development. Although the development of the postranking county is relatively balanced,it lacks economic growth. Under the new normal,county economy will become a new economic growth point,evaluating the operation of the county economy has important implications for promoting economic development and narrowing the gap between urban and rural areas.
