网络销售动物及其产品疫病防控风险探析

构建农村一、二、三产业融合发展体系,解决农产品销售中的突出问题是乡村振兴战略的一大课题。网络销售农产品在带来极大便利的同时,其质量安全和疫病防控风险不可忽视。由于我国目前包括初级农产品在内的食品安全监管制度,特别是网络销售监管方面仍然存在一些问题,加上食用农产品质量安全的分段监管模式,使网络销售环节的动物疫病防控成为疫病防控体系中的短板。目前主要的研究方向集中在线上线下营销模式的建立、农产品质量安全的管控,对动物和动物源性产品的重大动物疫病防控风险涉及较少。本文主要对网络销售动物及其产品的模式进行分析,对其中的疫病风险防控关键点进行探讨,并提出相应建议,以期为提高网络销售动物及其产品质量提供参考。

The construction of the integrated development system of rural primary,secondary and tertiary industries,and the solution of outstanding problems in the sale of agricultural products are a major issue in the strategy of rural revitalization.While online sales of agricultural products bring great convenience,their quality,safety and disease prevention and control risks cannot be ignored.Due to China ′ s current food safety regulatory system,including primary agricultural products,there are still some problems in the aspect of network sales supervision.Not only that,the segmented supervision model for the quality and safety of agricultural products has made the prevention and control of animal diseases at the network sales stage become a short board in the prevention and control system.At present,the main research direction focuses on the establishment of online and offline marketing models,and the control of quality and safety of agricultural products. There is less risk involved in the prevention and control of major animal epidemics of animal and animal-derived products. This article mainly focused on the analysis of the models for selling animals and its products on the internet,discussed the key points of prevention and control of disease risks,and put forward corresponding suggestions,with a view to providing references for improving the quality of animals and its products sold on the internet.
