农业供给侧结构性改革的理论渊源是经济学中的供给学派倡导的供给侧管理、增加有效供给、实现供求平衡。我国农业面临农产品供需失衡、产品品种结构性失衡、竞争力下降、质量下降以及农业生产资源环境危机和生产不可持续等问题。为此,必须进行农业供给侧结构性改革,即按照投入产出原理,对形成和影响农业供给的五大要素土地、劳力、资本、技术、管理进行全面优化和投入管理,以推进农业供给侧结构性改革。

The structural reform of agricultural supply front theory derives from the supply front school,who advocates supply front management,the increase of effective supply and the balance of supply and demand.China＇s agriculture is confronted with the imbalance between supply and demand of agricultural products,the structural imbalance of product varieties,the declining competitiveness and quality of agricultural products,the environmental crisis of agricultural production resources,and unsustainable production.Therefore,it is essential to carry out structural reform of agricultural supply front.According to the input and output principle,five elements of agricultural supply front,namely land,labor,capital,technology and management which form and influence agricultural supply are optimized and managed comprehensively to deepen the structural reform of agricultural supply front.
