Requirements forcross-border e-commerce supervision and planning of regulatory facilities

针对跨境电商的监管要求和规划设计中的问题,对海关总署相关文件中与跨境电商相关的海关监管区监管设施规定要求进行系统梳理,研究得出跨境电商这一新兴业态发展所需的符合各口岸监管部门相关要求的监管设施基本建设内容(卡口、查验区、隔离围网(墙)、监控系统),及其平面功能布局。研究成果可为今后跨境电商监管设施的规划和建设提供参考。

According to the requirements for cross-border e-commerce supervision and problems planning of regulatory facilities, we summarize the requirements of the supervision facilities in customs supervision areas related to cross-border e-commerce, a rising industry, by systematically studying the legislation of the General Administration of Customs of the People＇ s Republic of China.The results show that the basic construction content of regulatory facilities should be door area, clearance area, isolated seine or wall and monitored control system, and also flat functional layout.This paper provides the reference in planning and construction of regulatory facilities in cross- border e-commerce supervision.
