产业投资基金发展与政府引导:域外经验与借鉴

The Development of Industrial Investment Fund and Government Guidance: Extraterritorial Experience and Reference

在比较分析发达经济体、发展中经济体及新兴经济体中美国、以色列、韩国的产业投资基金发展中政府引导实践的基础上,总结和借鉴其经验,认为政府引导基金是产业投资基金发展初期的一种有效制度安排,市场化是产业基金持续健康发展的高效运作机制。我国产业投资基金发展过程中政府引导不能缺位,但需明确政府与市场之间的关系,结合区位特点构建"产业+基金+科技+人才"的新生态体系,同时完善外部环境及基础设施建设。

Learning from the experience on the government guidance for the industrial investment fund in the developed,developing and emerging economies,with the United States,Israel and South Korea as examples respectively,it is believed that the government guidance funds are an effective institutional arrangement for the initial development of industrial investment funds,while marketization is an effective operating mechanism for the sustained and healthy development of industrial funds. In the process of the development of China＇s industrial investment funds,government guidance can＇t be absent. However,the relationship between the government and the market needs to be clearly defined,and a new ecological system of ＂industry ＋ fund ＋ technology ＋ talents＂should be constructed considering the characteristics of the location,and the external environment and the infrastructure should be improved.
