合规处置油泥油土技术对策探讨

Discussion on Technical Countermeasures for the Compliance Disposal of Oil and Soil in Oil Sludge

根据国家新《环境保护法》的相关要求,油气田在开发过程中产生的油泥油土被列入国家重点监管对象,并提出了更高的管理要求,如何合规处置油泥油土以进一步削减油气生产过程中的环境风险,是目前必须研究解决的主要问题。文章重点介绍了油泥油土作为危险废物产生的途径及常规处置方式,提出采用高压水力密闭冲洗管杆和推广实施清洁生产箱式作业平台的清洁生产方式,从源头控制油泥油土的产生。目前清洁生产箱式作业平台在全公司推广普及达到70%以上,基本实现油水井作业不落地,清洁生产的目的。

According to the relevant requirements of the new national environmental protection law,the oily soil produced during the development of oil and gas fields is listed as the key object of state supervision,and higher management requirements are put forward.How to dispose oily soil in order to further reduce the environmental risk in the process of oil and gas production is the main problem which needs to be studied and solved at present.This paper mainly introduces the approach to producing hazardous oily soil and its conventional disposal methods,and puts forward two measures to control the source of oily soil by using high pressure hydraulic closed flushing pipe and popularizing and implementing box-type clean production operating platform.At present,the two measures are applied in more than70% of Jilin Oilfield and non-falling onto the ground of the oily soil and cleaner production are basically realized.
