On the Evaluation Procedures for the Implementation Effects of Legal Systems

程序的设计和控制,对于法律制度实施效果评估工作具有规范性意义。开展法律制度实施效果评估的根本目标在于以评估结果促进立法完善,以该目标为基准,评估程序应当涵括四个阶段,即评估活动的前期准备程序、评估信息的采集与处理程序、评估报告的形成与公布程序、评估报告的反馈与回应程序。

The design and control of procedures are of normative significance for the evaluation of the implementation effects of legal systems. The evaluation of the implementation effects of legal systems aims at improving legislation through evaluation outcomes,whose procedures should cover four stages,namely the preparation prior to the evaluation,the gathering and processing of information for evaluation,the formation and release of evaluation report,and the feedbacks and responses of the evaluation report.
