Research on the Potential Threat of Civil UAV to National Security and Safety Management

随着民用无人机的大规模使用,在为人们的工作和生活带来便利的同时,其对国家安全的潜在威胁也不容忽视。总体国家安全观视域下,民用无人机的不当使用,对国家的政治安全、国土安全、军事安全、社会安全等都存在潜在的威胁。这需要政府、企业、公民三者加强合作,全面贯彻落实总体国家安全观,高度重视民用无人机的安全隐患。走国家安全法治化道路,完善相关法律法规建设,对民用无人机的安全隐患进行有效管控。既保证公民合法使用民用无人机,又坚定不移地维护我国的总体国家安全。

With the large-scale use of civil UAV,the potential threat of civil UAV to the overall national security cannot be ignored even though it brings convenience to people＇s work and life. From the perspective of the overall national security concept,the improper use of civil UAV poses a potential threat to the country ＇s political security,homeland security,military security and social security. This requires us to strengthen cooperation among governments,enterprises and citizens,and to fully implement the overall national security concept,and to pay attention to the security risks of civil UAV. By following the path of national security ruled by law and improving relevant laws and regulations,efforts should be made to effectively control the hidden dangers of civil UAV. In doing so,the legitimate use of civil UAV by citizens can be guaranteed and China＇s overall national security safeguarded unswervingly.
