社会共治视域下的医养结合——基于B市Q社区“无围墙敬老院”的调查

Combination of Medical Care and Elderly Care from the Perspective of Co-Governance——Based on the Investigation of a Nursing Home without Wall of Q Comunity in B City

在老龄化形势日益严峻、老龄化需求日益复杂的当下,破解"养"与"医"的分离已经成为目前面临的关键性问题。"医养结合"作为有效应对之策,在实践中仍然面临诸多障碍。随着社会管理范式逐渐被社会治理范式所取代,不妨转换治理思路,引入社会共治理念,引导政府、市场、社会组织等多元化主体以平等和自愿的价值基础,通过对话、协作等方式共同参与养老公共服务的供给,这是实现"医养结合"的一条可行路径。

Because the aging situation is increasingly grim, and the demand for aging is increasingly complex, the combination of medical care and elderly care has become a critical issue. As an effective coping method, there are still many problems in practice. With the social management paradigm gradually replaced by the paradigm of social governance, managers should change governance ideas, lead into the social co-governance concept. On the basis of equality and voluntariness, through dialogue, collaboration and etc., the government, the market, social organizations and other diversified participants should coordinate with each other, participate in the provision of public service. This is a viable path to achieve the purpose.
