新形势下洞庭湖区一般垸治理思考

Study on management of general polders in Dongting Lake area

在洞庭湖区,通常一般垸由地方管理,多年来都没有安排建设,防洪能力偏低。近年来,一般垸内经济发展迅速,其较低的防洪能力与经济地位的提升极不相适应,迫切要求提高防洪标准以保证防洪安全。结合一般垸存在的问题,就洞庭湖区建设进行了初步探讨。研究认为:长江上游干支流控制性水电枢纽陆续建成后,长江中下游防洪形势将得到进一步改善,可为洞庭湖一般垸建设提供有利条件;一般垸建设应在满足长江防洪总体要求的前提下,妥善处理好行蓄洪与一般垸自身防洪保安、局部与整体、当前与长远等关系,因地制宜,分批建设,在生态保护和经济发展中寻找平衡点。研究成果可为一般垸规划建设提供参考借鉴。

In Dongting Lake area,general polders are usually managed by local governments. Lacking systematic governance,their flood control capacities are low. In recent years,the economy develops rapidly in some general polders whose low flood capacities are not compatible with the improvement of economic status. Therefore,it is urgent to upgrade flood control standards to ensure the flood control safety. Combined with the problems existing in general polders,this paper discusses the construction of flood control project in Dongting Lake area. It is considered that the flood control situation in the middle and lower reaches of the Yangtze River will be further improved after the completion of the water control complexes in the upper reaches of the Yangtze River,which will provide favorable conditions for the construction of general polders. Under the premise of satisfying the overall requirements of flood control of the Yangtze River,the relationships between the flood storage and flood control and the security of the general polders,local and overall,current and long-term in the polders construction should be properly handled. Furthermore,the construction should be implemented according to local conditions,construction in batches,realizing a balance in ecological protection and economic development.
