高校后勤廉政制度建设的有效性及其提升路径——以郑州大学后勤集团为例

Effectiveness and Improvement Path of the Construction of Logistics Clean Government System in Universities——Take Zhengzhou University Logistics Group as an Example

十八大以来,在全面依法治国的战略布局下,将权力关进制度的笼子,强化制度在基层治理中的作用,能够有效消除人治色彩,遏制腐败,使基层组织廉洁高效运转。文章从制度建设对打造高校廉洁后勤的重要性入手,全面分析当前高校后勤在制度建设中存在的问题。在对高校行政生态进行科学把握的前提下,以郑州大学后勤集团制度建设为例,以打造"无禁区全覆盖零容忍"的制度体系为目标,从高校后勤制度体系的内外环境、实施过程、发展前景等多个角度提出建议,以迭代式创新提升高校后勤廉政制度的有效性,提高腐败治理绩效。

Since the 18th National Congress of the Communist Party of China, the whole country push hard to constrain the operation of public power by institutions during the comprehensively implement the rule of law. The idea that power must be exercised in an institutional cage becomes the common sense, so the institution plays a significant role in grass-roots governance, and replacing the rule of man with the rule of law becomes an important measure to curb corruption. This article explains the importance of the institution in the process of building clean university logistics groups, and analyzes the problems existing in the process. In order to improve the performance of corruption management, we should improve the effectiveness of the construction of university logistics integrity System by iterative innovation and take the actual ecology of university administra- tion into consideration.
