公共文化服务多元供给背景下公益图书馆的发展困境

The Development Dilemma of Non-Governmental Library in the Context of Multi-supply of Public Cultural Services

地方政府治理体系现代化进程中,公共文化服务呈现出多元供给的态势。除了政府部门供给公共文化服务外,社会力量也成为了公共文化服务的供给主体。民间兴起的公益图书馆作为公共图书馆的重要补充,为公众提供了广泛灵活的服务,一定程度上满足了公众多样化的精神文化需求。公益图书馆是公民参与公共文化服务供给的典型方式,供给主体主要有公民个人、社区、企业、非营利组织。分析公益图书馆现存的供给模式发现公益图书馆存在读者数量不稳定、公共文化服务的供给效果缺乏规范性评价、合法性身份缺失且面临信任危机、供给主体力量单薄等困境,并为此提供优化路径。

In the process of modernization of local government＇ s governance system, the public cultural services show the trend of multiple supply. In addition to the public cultural services provided by government departments, social forces have also become the main body of public cultural services. As an important supplement to the public library, the charitable library has provided a wide range of flexible services to the public, which has satisfied their cultural needs. The charitable library is a typical way for citizens to participate in the supply of public cultural services. The main body of supply is citizens, community, enterprises and non- profit organizations. Some difficulties hindering the development of charitable library, such as unstable quantity of readers, lack of morative evalation of the supply of public cultural services, lack of legitimacy identity, and crisis of confidence are presented by analyzing present supply mode of public library. Then some optimized paths for the above dilemma are put forward.
