摘要
航空航天遥感测绘是测绘地理信息事业新格局的重要组成部分。针对其在新技术推动下标准的快速增长需求以及目前缺乏独立的标准体系顶层设计等问题,提出了航空航天遥感测绘标准建设的思路。建设思路给出了标准体系框架,通过模块化的设计,全面建立了从获取、检验、成果、应用服务到管理一系列的标准建设方案;通过分析航空航天遥感测绘标准的国内外现状,调查梳理现行标准的使用情况、在研标准的进度、新型标准的需求情况等,掌握各类标准在总的测绘标准体系框架中的分布情况,找出标准的欠缺方向,在标准建设中加以重点规划。研究结果表明,建立独立的航空航天遥感测绘标准体系框架对该领域标准的立项、制定、发布实施具有重要的指导作用。
Aerospace remote sensing and mapping is an important part in the new pattern in surveying,mapping and geoinformation industry.This paper,therefore,illustrates the issues arising in the development of aerospace remote sensing and mapping standards with the intention to tackle the problems emerged due to the increasingly growing demands for standards in the new technology development era and the lacking of independent top-level designed standard system.It gives the standard system framework,and proposes the establishment of standards developed through modular design in acquisition,inspection,application services and management.Furthermore,it analyzes the status of aerospace remote sensing and mapping standards development both in China and abroad by searching and sorting out the studies and researches in current standards adoption,new standards proposes and development,demanding for new standards,etc.so that to comprehend the distribution of various types of standards in the surveying and mapping standard system framework in general,and to find the standards to be key planned and developed in the future.It finally concludes that the establishment of an independent framework of aerospace remote sensing and mapping standard system will provide an essential guidance for the proposal,development,and implementation of standards in this field.
