社会主要矛盾转化背景下社区警务实践的发展进路

The Development Approach of Community Policing Practice under the Background of Major Social Contradiction Transformation

我国的社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。社会安全与秩序是群众美好生活与社会发展的前提与保障,社区警务实践就是满足人民群众安全需要和维护社会治安秩序的重要工作方式。但是,我国现有社区警务存在警力不足、警察素质与能力不够、后勤保障不到位、社区警务工作内容繁杂等诸多与社会主要矛盾转化不相协调的冲突现象。对此,应通过补充社区警力、提高社区民警综合能力等方式来适应民众对理想生活的期待;通过畅通体制机制、强化防控管理制度、完善绩效考核制度等来响应社会公众的需求;通过推进智能化社区警务建设、强化对社区警务的监管来提升公众对社区警务的认同感。

The major social conflicts in our country have been transformed into the contradictions between the people＇s growing needs for better life and the insufficient balance of development, the nineteen people＇s congress report said. The social security and public order which is the premise and guarantee of better life and social development, community policing practice is the means to satisfy people＇s security needs and the important work of social public security order maintenance. However our country existing community policing the inadequate, the police quality and ability which is not enough, logistics does not reach the designated position, community policing work content is multifarious,and others are not in coordination with the transformation of the social principal contradiction conflict phenomenon, it is necessary to adapt to people＇s expectations of ideal life through the supplement of community police force and the comprehensive ability of community police. In order to respond to the needs of the public by opening the system mechanism, strengthening the control system and perfecting the performance appraisal system, promoting the construction of intelligent community policing and strengthening the supervision of community policing, the public sense of identity of community policing will have increased.
