酷吏是一个历史概念。它的本质是以封建专制皇帝为核心的人治,违背"以德治国"的主导方向和践踏人的生存权,干扰和偏离"以德治国,以法辅德"的传统。两千多年来一贯被批判和否定,对酷吏的批判彰显了中华民族传统对人权的维护与"以德治国,以法辅德"的遵循。
