长江流域水生态文明建设视角下的水资源保护体系研究

Construction of a Water Resources Protection System from the Perspectives of Water Ecological Civilization in the Yangtze River Basin

长江流域水生态环境恶化会制约流域社会经济的发展,开展流域水资源保护与水生态修复已成为当前流域水资源管理部门的重要任务。依据习近平总书记对长江生态环境要"共抓大保护,不搞大开发"的指示精神,结合十九大报告生态文明建设的宏伟目标,考虑长江流域水资源保护现状,梳理长江流域水资源保护的思路与布局,提出了基于水生态文明建设视角下的长江流域水资源保护体系与水生态修复措施。

Deterioration of the water ecological environment in Yangtze River basin has affected the social andeconomic development in the region. It has become an important mission for the watershed management adminis-tration to carry out water resource protection and restoration of the region. According to the requirements andgoals for water ecological civilization assigned by the Report to the 19 thNational Congress of the Communist Par-ty of China and in view of the current status for the water resources conservation in Yangtze River region, thispaper sorts out the overall layouts and designs ideas of Yangtze River water resources protection and proposeswater resources protection system and water ecological restoration measures.
