基于博弈论的工业园区污水排放模式研究——以天津经济技术开发区中区为例

摘要 工业园区经济发展在推动沿海地区经济发展方面发挥了重要作用,但也带来较为严重的环境问题。以天津经济技术开发区中区为例,将演化博弈论引入到工业园区污水排放策略分析中,通过对园区污水处理厂尾水全部排放、部分排放、零排放等3种水处理方案进行群决策博弈决策,确定了污水部分达标排放、部分回用方案为天津经济技术开发区中区污水处理排放最佳方案。研究结果表明,演化博弈模型为解决工业园区可持续发展中存在的排水优化及水环境改善目标的实现提供了一种新的视角和方法,是园区实现经济与环境可持续发展的一个新举措。 Industrial park has played an important role in promoting the economic development of coastal areas and meanwhile it has also caused severe environmental problems.Game theory is to study solutions to decision-makers who directly interact with each other under the condition of strategy interdependence.Game theory is also to study the methodology to pursue a balance of the solutions.In this paper,evolutionary game theory was introduced to the MID-ZONE of TEDA to analyze wastewater discharge strategies for the whole industrial park as a case study.Through game decision making of three waste water treatment solutions,including total discharge,partly discharge and zero discharge,the best scheme is determined as partly discharge and partly recycle.Within this optimum scheme,waste water quantity,quality,planning area and investment,operation cost,water utilization rate were considered.The results indicated that evolutionary game theory can provide a new prospective to realize waste water optimum discharge and water quality elevation in industrial parks,and it is a new solution to achieve harmonious and sustainable development of economy and environment.
