反恐视野下地铁车辆基地公共安全隐患与防范对策研究

Study on the Public Safety Risk and Countermeasure of Subway Vehicle Base with an Anti-Terrorism Outlook

地铁车辆基地是地铁车辆检修、整备、运用和停放的场所,具有位置偏僻、相对开放、人员复杂、防恐重点目标集中等特点,一旦遭遇恐怖袭击,在造成重大损失的同时,容易引发次生灾害,造成列车停运、社会秩序混乱等严重后果。针对地铁车辆基地遭受恐怖袭击可能造成的后果,分析车辆基地存在的公共安全风险与隐患,提出消除隐患的措施建议,为提高地铁车辆基地防范恐怖袭击和应急处置的能力与水平提供参考。

Subway vehicle base is the place of subway vehicle maintenance, preparation, application and parking. It has the characteristics of remote location, relatively open, complex personnel, concentrated anti - terrorist fo- cus and so on. Once a terrorist attack is encountered, it can not only cause heavy loss but also trigger secondary disasters, such asthetermination of train operation, the disorder of societyand so on. In view of the possible consequences of the terrorist attack on the subway base, this paper analyzed the public safety risks and hidden dangers existing in the vehicle base, and proposed measures to eliminate the hidden dangers so as to improve the ability and level of the subway vehicle base to prevent terrorist attacks and emergency disposal
