摘要
对垃圾焚烧项目开展了社会稳定风险等级评估,从项目的政策规划和审批程序、土地房屋征收方案、技术和经济方案、生态环境影响、项目建设管理、经济社会影响、安全生产与公共安全、与社会互适性以及其他共9个方面,建立评估指标体系。以某市静脉产业园为例,采用实地考察、群众调查、专家咨询和考察类似项目等方式进行社会调查,识别了6个方面共10个主要风险因素,采用AHP-FCE法对某市静脉产业园社会稳定风险等级进行评估,评估结果为该项目社会稳定风险等级为较大风险。
This article carried out the social stability risk assessment for waste incineration proje-cts, and set up evaluation index system from nine aspects, such as the policy planning and project approval procedures, land house acquisition scheme, technical economy, ecological environment influence, project construction and management, local economic and social effect, safety and health, social mutual eligibility, and others. Taking some venous industrial park as an example, by field investigation, mass investigation, expert consultation, inspecting similar projects, the article identi-fied six aspects, a total of 10 major risk factors, by AHP and FCE method (analytic hierarchy pro-cess and fuzzy comprehensive evaluation method) to evaluate venous industrial park social stability risk grade. The evaluation results for the project risk level is general risk.
