生态文明建设中主体权责的错位与重构

Dislocation and Reconstruction of the Main Body's Power and Responsibility in the Construction of Ecological Civilization

基于角色地位、功能定位和生态权责的不同,有限理性的政府、良性调节的社会和自觉自治的公民是生态文明建设三大责任主体的基本定位。受传统行政管理体制及生态文明观念的影响,目前的生态文明建设中仍然存在政府责任"越位"、社会责任"失位"和公民责任"缺位"等权责错配的尴尬。从唯物辩证法关于事物发展的内、外部影响因素分析,厘清政府、社会和公民在生态文明建设中的权责关系,优化三大主体的权责结构,重构政府执行力、社会协同力和公民支撑力,是推进生态文明建设的重要保障。

Based on the different role position, function orientation and ecological power and res-ponsibility, the limited rational government, the healthy regulation society, the self-conscious and self-governing citizens are the basic positions of the three main responsibilities of the ecological civilization construction. Influenced by the traditional administrative system and the concept of ecological civilization, the current ecological civilization construction still has the embarrassment of ＂offside＂, ＂the loss of social responsibility＂ and ＂the absence of citizen responsibility＂, such as the mismatch of power and responsibility. It is an important guarantee to promote the construction of ecological civilization by analyzing the internal and external factors of the development of things by materialistic dialectics, clarifying the power and responsibility relationship of the government, soc-iety and citizens in the construction of ecological civilization, optimizing the power and responsibi-lity structure of the three main bodies, and reconstructing the executive power of the government, the social synergy and the support of the citizens.
