城市双修理念下大学校园开放的困境与突破——以苏州大学为例

The Dilemma and Breakthrough of University Campus's Openness under the Condition of City double repair——A case study of Soochow University

"城市双修"政策提出了改善出行条件、增加公共空间、提高服务能力等目标,而目前我国大学校园封闭型规划及管理模式不利于"城市双修"政策的实施。为承接"城市双修"政策,实现"城市双修"的目标,以苏州大学为例,采用问卷调查法与访问调查法,分析封闭型大学校园开放的"望围"之"矛"和"护围"之"盾"的困境,并以西交利物浦大学为例,借鉴开放式校园管理经验,提出大学校园的"破围"之"策",构建包括一个理念、两条主线、三个抓手、四类矛盾、五项模式、六种效应等内容的我国大学校园开放框架体系,探寻出一种既迎合校外人员需求又保障校内人员利益的"双赢"式国内封闭型大学校园开放创新模式。

＂City double repair＂ policy puts forward to improve the travel conditions, increase the public space, improve service capacity and other objectives, but now the closed planning and management mode of university campuses in China is not conducive to the ＂City double repair＂ policy＇s implementation. In order to achieve the goals of ＂City double repair ＂, this paper takes Soochow University as an example, and adapts the questionnaire survey and the investigation method to study the diilemma of ＂Looking＂ of ＂spear＂ and ＂guard＂ of the ＂shidd＂ of the university campus＇s openness. Taking XJTLU University for example, learning fi＇om the experiences of open campus managements and putting forward the ＂break＂ of the ＂policy＂ of the university campus, Constructing a university campus open framework system, including a concept, two main lines, three hands, four contradictions, five models, six effects and so on. Thereby, exploring a scientific and rational model of the ＂win-win＂ type of the openness of closed universities in China, which is to meet the needs of the off- campus staffand protect the interests of the school staff.
