国际航空货运航线引导资金测算研究

Research on International Air Freight Route Guidance Fund Calculation

以江苏省开通欧美、亚洲等地区的国际货运航线为例,在分析新开航线的主要运营成本和收入的基础上,采用参考机型,结合航空货运平均运价,以盈亏平衡为计算标准,适当考虑调动航空公司开辟新航线的积极性,初步测算政府在定补、兜底、包收入等不同模式下各种类型的国际货运航线引导资金。在此基础上,分析了三种模式下航空公司面临的风险大小以及培育市场的积极性。

Take the opening of international freight routes to Europe,America and Asia in jiangsu province as an example,on the basis of analyzing the main operating cost and revenue of new routes,adopted reference model,combined with average air freight rates,take break-even as the calculation standard,given proper consideration to mobilizing the enthusiasm of airlines to open up new routes,preliminarily estimated the government＇s guiding funds for various types of international freight routes under different modes,such as fixed subsidies,pocket payments and package income. On this basis,analyzed the risk of the airlines and the motivation to cultivate the market in the three modes.
