“政治行政二分”思想对新时代我国国家治理的启示

Enlightment of Dichotomy of Politics and Administration on China's State Governance in the New Era

古德诺认为,政治与行政相互独立、不可等同,但二者之间的协调互动不可忽视。基于"政治与行政二分"思想的重新审视,对新时代我国国家治理提出了三点有益启示:加强政治文明建设,坚实行政改革基础;深化行政体制改革,提升国家治理能力;厘清政治行政关系,明确政府职能定位。

Goodnow believes that politics and administration are independent and cannot be equal, but the coordination and interaction between the two cannot be ignored. Based on a re examination of the di chotomy between politics and administration, three beneficial points are suggested for our country＇s state governance in the new era, namely, to strengthen the construction of political civilization, to solidify the basis for administrative reform; to comprehensively deepen administrative system reform, and to improve the ability of state governance; to reconstruct public governance, to define the positioning of government functions.
