德国土地整治对湖南的借鉴

Experiences from Germany Land Consolidation to Hunan Province

德国土地整治开展较早,立法、制度建设相对完善,群众基础相对广泛,公众参与方式多样,新技术应用比较普遍。系统分析了湖南省土地整治目前发展阶段、存在的主要问题、与德国土地整治相比主要差距。在此基础上提出借鉴德国土地整治先进经验,推进湖南土地整治意见:进一步拓展农村土地整治内涵,细化相关制度;完善工程建设标准,确保环境保护、自然协调和方便生产的高度统一;促进农业产业升级,打造高效、绿色农业;提高公众参与水平。

Land consolidation in German started in early years. It has relatively completed jurisdiction and system, a relatively broad mass basis. Ways for public participation are many. It is common to see new technology applied. The thesis systematically analyzed developing stage, existing problems of land consolidation in Hunan Province and main differences compared with German. Based on these analyses, we propose to draw on the advanced experience of Germany land consolidation and propel land consolidation of Hunan Province. Further broaden meanings of land consolidation and specify relative system; complete constructing standard of land consolidation project and ensure that environment protection, nature harmony and producing are highly unified; boost the upgrading of agricultural industry and go all out in building high efficient and green agriculture; enhance public participation.
