摘要
师范生免费教育政策实施以来,已向基础教育输送了数万名毕业生,为基础教育师资队伍建设供给了所需人才,但在免费教育实践中,每年都会有师范生违约事件发生。通过分析违约案例,厘清了免费教育实践中存在免费教育政策目标与免费师范生利益诉求不适宜、免费师范生准入困难与退出受阻、委培高校疏于对免费师范生培养的问题,然后结合师范生免费教育政策解读了问题的成因在于政策忽视了免费师范生追求个人发展的利益诉求、免费师范生进退机制尚待切实建立和委培高校办学目标与培养目标冲突等。最后对进退机制的建立及师范生免费教育的实践给予对策建议,以便于调适师范生免费教育政策、平衡免费师范生个人利益诉求和公共意志的关系。
Since the implement of the free education policy for the normal students, tens of thousands of graduates have been sent to basic education, which supplied the required talent to the construction of teaching staff. However, there are always some events of default of normal students every year in the practice of free education. The paper by analyzing the case of default clarifies the question including the inappropriateness between the goals of the free education policy and the interests of free normal students in the practice of free education, admittance and exit blocked for the free normal students, and the neglecting to the training for the free normal students by the colleges sponsored, and then, in combination with the free education policy for normal students, interpreting that the cause of the problem lies in ignoring the interests of the pursuit of personal development demands of free normal students, that the mechanism of admittance and exit remains to be established, and that there is a conflict between education goal and the training goal of the colleges sponsored, etc. Finally, some countermeasures and suggestions are given to the establishment of the mechanism of admittance and exit as well as the practice of the free normal education in order to adapt the free education policy for normal students and balance personal interests of free normal students and public will.
