基于资产负债率的多地区电网投资能力测算方法

Assessment Method for Investment Capacity of Multi-area Electric Power Systems Based on Debt-to-asset Ratio

在改革和规范电网企业运营模式的新电改背景下,对电网企业投资能力的研究越来越迫切。同时,电网企业还面临着所辖不同地区电网投资能力不同以及如何分配投资的问题。基于此,文章提出了一种基于资产负债率的多地区电网投资能力测算方法。首先测算电网的综合效益,然后结合资产因素和电网性能因素计算电网效益的分配系数,依据分配系数进行电网效益分配,进而以资产负债率为限制计算不同地区电网的投资能力。通过对某市级电网企业的实例分析,预测了未来年投资能力作为电网企业投资计划的依据。

Under the background of the newreform and regulation of electric power enterprises＇ operation mode,the study on the investment capacity of an electric power enterprise is becoming in creasingly urgent. At the same time,theenterprises are facing problems,e.g.,it is difficult to allocate investment considering that electric power systems in differ-ent areas have different investment capacities. On this basis,an assessment method for the investment capacity of amulti-area electric power system is proposed based on debt-to-asset ratio. First,the comprehensive benefits are assessed.Then,the allocation coefficients are calculated by combining asset factors and performance factors,according to whichthe benefits are allocated. Accordingly,the investment capacities of electric power systems in different areas are calculated based on debt-to-asset ratio. Through the analysis of a case study of one city-level electric power enterprise,the invest-ment capacity in the future is forecasted,which can provide reference for the investment plan of the enterprise.
