摘要
深圳公共自行车发展分有桩公共自行车与共享单车两大阶段。针对共享车辆乱停乱放现象,深圳市政府制定管理规章约束;规划停车区域;运营企业出台自我规范章程,创新了共享单车联合自我约束机制,成为该市共享单车发展的三个特色。共享单车过量投放,引起交通事故增加;导致居民小区与自行车企业矛盾、企业之间出现恶性竞争,加重了城管任务;租车人不文明、违法与犯罪行为是其三大短板。完善政府对共享单车的监管机制,科学控制共享单车数量;运用法律手段,打击违法犯罪行为;加强对未成年人及市民维护共享单车的文明教育;扩建深圳市公共自行车专用道,增加公司管理及维修人数为补齐短板的四大对策。
The development of public bicycles in Shenzhen is divided into two stages: public bicycle and shared bicycle. In view of the disorderly disorderly behavior of shared vehicles, the Shenzhen municipal government formulated management rules and regulations, planned the parking area, the operation enterprise introduced the self-regulation constitution, and innovated the three characteristics of the shared bicycle development in the city. Sharing single vehicle overdose, causing traffic accidents to increase, leading to residential district and bicycle enterprises; vicious competition between enterprises, aggravated the city management task; car renting uncivilized, illegal and criminal behavior are the three major short boards of the city; perfect the government to share the single vehicle supervision mechanism, scientific control of the launch and sharing list. The number of vehicles; the use of legal means to combat illegal and criminal behavior; to strengthen the civilization and education of minors and citizens to maintain shared bicycles; the expansion of Shenzhen public bicycle special road, and increase the number of management and maintenance of the company to complement the short board of four countermeasures.
