深圳公共自行车发展分有桩公共自行车与共享单车两大阶段。针对共享车辆乱停乱放现象,深圳市政府制定管理规章约束;规划停车区域;运营企业出台自我规范章程,创新了共享单车联合自我约束机制,成为该市共享单车发展的三个特色。共享单车过量投放,引起交通事故增加;导致居民小区与自行车企业矛盾、企业之间出现恶性竞争,加重了城管任务;租车人不文明、违法与犯罪行为是其三大短板。完善政府对共享单车的监管机制,科学控制共享单车数量;运用法律手段,打击违法犯罪行为;加强对未成年人及市民维护共享单车的文明教育;扩建深圳市公共自行车专用道,增加公司管理及维修人数为补齐短板的四大对策。

The development of public bicycles in Shenzhen is divided into two stages： public bicycle and shared bicycle. The number of vehicles; the use of legal means to combat illegal and criminal behavior; to strengthen the civilization and education of minors and citizens to maintain shared bicycles; the expansion of Shenzhen public bicycle special road, and increase the number of management and maintenance of the company to complement the short board of four countermeasures.
