摘要
人才是推动经济发展方式转变的动力引擎,是城市发展的核心资源。优化人才发展环境,提供强有力的人才保障和智力支撑,是振兴东北老工业基地的先决条件。本文选取在经济发展水平和人才流失现象都具有代表性的沈阳市为案例,基于103份调查问卷,采用数据调查及深度访谈的方法对沈阳高端人才柔性引进政策存在的问题进行分析,发现沈阳柔性人才政策存在覆盖面较窄、较保守、操作性不强以及省外知名度较低等问题。并提出完善沈阳高端人才的柔性引进政策的对策建议:建立高层次创新型科技人才政策体系,加大政策倾斜力度,加快高层次创新型科技人才的聚集。同时设立域外研发机构,提高沈阳国际认知度,形成参与国际经济合作和竞争的人才政策新优势。
Talent is the power engine that drives the transformation of economic development mode and is the core resource for urban development. Optimizing the talent development environment and providing strong talent support and intellectual support are prerequisites for the revitalization of the Northeast Old Industrial Base. In this paper, Shenyang City, which is representative of the economic development level and the serious brain drain phenomenon, is selected as the case. Based on 103 questionnaires, this paper analyzes the problems of the flexible introduction of the high-end talents in Shenyang City by data investigation and in-depth interview. The results show that, the flexible talent policy in Shenyang City has problems such as narrow coverage, conservativeness, weak operation, and low reputation outside the province. This paper put forward a series of countermeasures to improve the flexible introduction policy of high-end talents in Shenyang City: establish a policy system for high-level innovative talents for science and technology, strengthen the talent policy, and speed up the gathering of high-level innovative scientific and technological talents. At the same time, we should set up overseas research and development institutions, raise the international cognition degree of Shenyang City and form a new advantage of talent policy that participates in international economic cooperation and competition.
