随着科学技术的飞速发展,大陆法系和英美法系国家基本确立了技术侦查的法律框架,特别是侦查监督的法律框架。由于不同的文化背景、法律价值选择和法律传统,导致各国在技术侦查措施立法上各具特点。思考、借鉴域外技术侦查措施的相关规制,学习其先进经验,是建立健全我国技术侦查措施相关制度的现实需要。

With the rapid development of science and technology,countries of the civil law system and the Anglo-American law system have basically established the legal framework of technical investigation,especially the legal framework of investigation supervision. Due to different cultural backgrounds, legal value choices and legal traditions,each country has its own characteristics in the legislation of technical investigation measures. Thinking about and drawing on the relevant regulations of foreign successful investigation techniques to learn from their advanced experience is a practical need to establish and improve the relevant systems for technical investigations in China.
