随着我国工业和城乡建设快速发展,我国油气输送管道敷设长度不断增加,管道承受的第三方施工风险也随之升高。本文明确了涉及油气输送管道的第三方施工范围,对油气输送管道风险进行了分析,总结了近年来第三方施工造成的管道事故,从管道保护、预防和应急处置角度提出了油气输送管道第三方施工风险的对策措施。

With the rapid development of China＇s industrial and urban-rural construction, the laying length of oil and gas transmission pipelines in China continues to increase, and the risk of third-party construction of pipelines will also increase. This paper clarifies the scope of third-party construction involving oil and gas transmission pipelines, analyzes the risks of oil and gas transmission pipelines,summarizes pipeline accidents caused by third-party construction in recent years, and proposes countermeasures for the risk of third-party oil and gas pipelines from the perspective of pipeline protection, prevention, and emergency disposal.
