摘要
高校在国家创新体系中占据着十分重要的地位。因此科学合理评价高校科研效率,对于合理配置科研资源,提升高校科研创新能力,实现创新国家战略具有重要意义。本文基于宁夏高校2006-2016年的面板数据,运用DEA模型考察宁夏高校科研效率水平及变动情况。研究表明,与我国西部其他11省(自治区、直辖市)相比,宁夏高校2015年整体的科研水平比例低,人员冗余比例较高而专利授权与科研获奖(省级及以上)不足;宁夏高校科研效率呈现出由波动向近3年逐年稳定有效方向发展。最后提出了提高宁夏科研绩效的政策建议。
Universities have a very important position in the national innovation system. Therefore, scientific and reasonable evaluation of scientific research efficiency is of great significance for the rational allocation of scientific research resources, the enhancement of scientific research innovation capacity and the realization of the national strategy of innovation. Based on the panel data of Ningxia universities from 2006 to 2016, in this paper, we uses the DEA model to investigate the scientific research efficiency and changes of the universities in Ningxia. Studies have shown that compared with the other 11 provinces in the western China, the level of scientific research ratio in Ningxia universities is low, staff redundant is higher and patent authorization and scientific research award is insufficient（at the provincial level and above） in 2015; The scientific research efficiency of Ningxia universities has been developing steadily from fluctuation to nearly 3 years. Finally, the paper puts forward some policy suggestions to improve Ningxia＇s scientific research performance.
