The Improvement of Strategy Development for Public Projects: a Value Management Approach

价值管理可以用于改进已有的设计和施工方案,同时也可用于改进工程项目前期的决策活动。总结了我国现行公共工程决策过程中的主要问题,借鉴海外经验,分析了价值管理改进公共工程决策的理论基础,并提出了如何在我国公共工程决策过程中应用价值管理的具体办法。

Value Management is not only used to optimize the existing design and construction method, but also applied to improve the development of project strategy. This paper explores the typical strategic challenges faced by public projects in China. Based on research findings and overseas experiences, this paper reveals the theoretical fundamentals of the applicability of value management and proposes a framework for implementing value management in the strategic phase of public projects.
