"城中村"社区治理是当代中国城市治理面临的一项重要任务,青岛开发区是一个典型的从农村发展起来的新兴城区,"城中村"特征比较突出,社区治理存在治理主体不清、机制不完善等问题。青岛开发区应通过转换政府角色、构建新型社区自治组织体系、构建社区参与机制等措施,才能创建生态良好、人民安居乐业的和谐社区。

Community governance in ＂villages in city＂ is an important task facing the governance of contemporary Chinese cities.Qingdao Development Zone is a typical emerging city that has developed from rural areas. The characteristics of ＂villages in cities＂ are prominent, and there are problems such as unclear main body in community governance and imperfect mechanisms. In order to create a harmonious community with sound ecology and people living and working in peace, the Qingdao Development Zone should adopt such measures as transforming the role of the government, building a new type of community autonomy organization system, and building a community participation mechanism.
