摘要
模糊综合评判方法对模糊定性的数据进行定量化,处理复杂环境下多指标多层次的评判问题,是船舶通航风险评价的有力工具.本文分析了通航风险密切相关的"人-船-环境-管理"因子及其子因子,构建了通航风险评价的指标体系;总结了模糊综合评判方法的步骤并使用一致性矩阵判断法确定指标权重.
Fuzzy comprehensive evaluation method is a powerful tool for ship navigation risk assessment,which quantifies fuzzy qualitative data and deals with multi-level evaluation of multiple indicators in complex environment.This paper analyzes the ＂man-ship-environment-management＂factor and its sub-factor closely related to navigation risk,and constructs the index system of navigation risk evaluation. This paper summarizes the steps of fuzzy comprehensive evaluation method and use the consistency matrix judgment method to determine the index weight.
