易地移民搬迁精准扶贫效益评价:理论依据与体系初探

The Benefits Evaluation of Relocation of Poverty Alleviation:Theoretical Basis and Preliminary Study of System

在决胜全面建成小康社会的关键时期,随着精准扶贫、精准脱贫方略的深入推进,我国易地移民搬迁工程不断开创新局面的同时仍面临着一系列现实问题。为推进新时代易地移民搬迁进一步科学化、合理化、规范化,有必要对易地移民搬迁的精准扶贫效益进行全面、客观、有效的评价与考核。基于理论与现实依据,阐释了易地移民搬迁精准扶贫效益的内涵、表现与评价维度,并分别讨论了每一维度的具体内容以及这些维度之间的逻辑关系。

In the critical period of precision poverty alleviation,accurate poverty reduction strategy,and the key period of building a well-off society in an all-round way,the relocation project in China is still facing a series of practical problems. In order to promote the further scientific,rational and standardized migration of migrants in the new era,it is necessary to carry out comprehensive,objective and effective evaluation and assessment on the accuracy of the relocation of the migrants. As the academic research and policy documents have not yet been involved in the authoritative evaluation system on the accuracy of the relocation of immigrant migrants,this paper,based on the theoretical and practical basis,explains the connotation,performance and evaluation dimensions of the precision poverty alleviation benefits of the relocation of immigrant migrants,and discusses the specific contents of each dimension and the inner logical relationship between them.
