太行抗日根据地民主政府的行政工作

The Administrative Work of the Democratic Government of Taihang Anti-Japanese Base

行政工作是一个政府运行、运转、执行的主要工作,上级对下级的任务安排与下级对上级的工作汇报是其重要组成要素。以此为线索,本文从内容、主体、效率三方面考察政府行政工作在太行抗日根据地的实践性表达。其中,行政工作的内容包括主次、形式、细节、文风等;行政工作的主体体现为上下级之间的互动性;行政工作的效率则更多着眼于灵活性、群众性的坚持以及简政工作的开展。研究表明,太行抗日根据地民主政府行政工作开展较为成功,为新中国政府行政工作开展提供了蓝本,对今天政务工作科学化有较强的借鉴意义。

The administrative work is a major work for the running, operation and implementation of a govern-ment ,and its two important parts are the task arrangement made from up to down and the work report from down to up. Focusing on this line,this paper probes into the practical presentation of the administrative work in the Taihang Anti - Japanese Base from three aspects： contents ,subject and efficiency. Where , th e contents of administrative work include primary and secondary,fom,detail,and writing style;the subject of administrative work is embodied in the interaction between up and down, and the efficiency of administrative work is embodied in flexi-bility, connection to the mass,and simplified administration. Research shows that the administrative work of the democratic government of the Taihang Anti - Japanese Base was carried out relatively successfully, providing a blueprint for the administrative work of new China and a reference for scientifically conducting the administrative work nowadays.
