县级政府社会治理能力的制约因素与提升路径——基于河南省四县的调查与思考

Restrictive Factors and Improving Paths of County Government's Social Governance Capacity——Based on the Investigation and Reflection of Four Counties in Henan Province

社会治理体系和治理能力是国家治理体系和治理能力系统中的重要组成部分,实现政府社会治理现代化是推进国家治理体系和治理能力现代化的应有之义。我国县级政府社会治理能力总体状况不容乐观,尤其是在社会组织培育、基层自治指导、社会治理方式创新等方面能力不足。当前制约县级政府社会治理能力的主要因素不仅包括县域政治环境、经济环境、社会环境等外部环境,还包括社会治理理念、政府管理制度等内部要素。县级政府社会治理能力的提升应从创新社会治理理念、完善政府内部管理制度、优化社会治理工具三方面着手。

Social governance system and governance capacity are important components of national governance system and governance capacity. The realization of the modernization of government social governance is the premise to promote the modernization of the national governance system and the governance capacity. The overall situation of government’s social governance capacity in China is not optimistic,especially in the aspects of the cultivation of social organizations,the guidance of basic level autonomy,and the innovation of social governance. Currently,the main restrictive factors of county government’s social governance capacity not only include the external environment of the county political environment,the economic environment and the social environment,but also the internal elements of the social governance concept,the government management system and so on. The improvement of county government’s social governance capacity should start from three aspects： innovating social governance concepts,improving the internal government management system,and optimizing social governance tools.
