通过招投标方式能够最大程度保证项目分包及承包的公平性和透明性,但部分项目投标单位为了获取中标资格,采取了各种不法串标和围标行为,严重破坏了招投标市场的公平、公正性。以省内市政工程项目招投标工作为研究对象,剖析了招投标过程中的违规串标和围标行为,并针对性提出了改进措施和解决对策。

By means of bidding,the fairness and transparency of subcontracting and contracting can be guaranteed to the maximum extent,but in order to obtain the qualification of winning the bid,some unlawful collusion and besieged behavior have been taken in some project tenders,which seriously damaged the fair and impartiality of the bidding market. Taking the bidding work of municipal engineering projects in the province as the research object,this paper analyzes the violation of the standard and the bids in the process of bidding and bidding,and puts forward some measures to improve and solve the symmetry.
