中央级自然灾害生活救助资金标准估算研究

中央级自然灾害生活救助资金是我国政府救灾资金的主体,主要用于解决遭受自然灾害地区的农村居民无力克服的衣、食、住、医等临时困难,紧急转移安置和抢救受灾群众,抚慰因灾遇难人员家属,恢复重建倒损住房,以及采购、管理、储运救灾物资等项支出。通过对自然灾害生活救助资金的历史沿革进行回顾,基于各类测算数据资料对遇难人员家属抚慰标准、灾害应急救助标准、过渡期生活救助标准、倒损住房恢复重建救助标准进行了分析与测算,提出了符合我国国情和我国民政救灾方针的救助标准,并在此基础上对救助标准的动态调整,民政救灾与巨灾保险的协同机制行了讨论。研究结果对我国进一步提升财政资金在自然灾害风险防范中的效率具有借鉴意义。

On the basis of this, we discussed the dynamic adjustment of rescue standards, the coordination mechanism of civil disaster relief and catastrophe insurance. The research results can be used as reference for China to further enhance the efficiency of financial funds in natural disaster risk prevention.
