军民融合应急医学救援能力建设的思考

Reflection on the construction of military-civilian integrated emergency medical rescue capability

目的探讨做好军民融合应急医学救援能力建设的办法措施。方法从指挥控制、协同反应、专业处置、环境适应等四个方面分析应急医学救援对能力素质的要求。结果完善应急信息的军地联享机制、应急响应的军地联动机制、应急力量的军地联建机制、应急准备的军地联训机制是做好军民融合应急医学救援能力建设的基础。结论推进军民融合应急医学救援能力建设,需要突出抓好力量编配的优化、装备配备的落实、救援能力的联训。

Objective To discuss methods and measures for the construction of military-civilian integration in emergency medical rescue.Methods The requirement of emergency medical rescue capability were analyzed from four aspects,such as command and control,coordinated reaction,professional disposal and environmental adaption.Results The establishment of emergency information sharing mechanism,joint emergency response linkage mechanism,joint construction of emergency personnel mechanism and joint emergency preparedness training mechanism are the basis of military-civilian integration of emergency medical rescue capacity construction.Conclusion To promote the integration of military-civilian emergency medical rescue capability construction,optimization of personnel allocation,equipment implementation and the joint-training of rescue forces should be the focus.
