摘要
智慧社区的建设和运营是一项系统性、复杂性的工作,涉及到众多利益相关主体,影响范围广泛,因此多主体协调成为智慧社区持续发展中解决的重要任务。文章通过梳理智慧社区的概念和开发模式,提出政府引导、地产开发商为主体的智慧社区运营管理体系。通过对智慧社区服务体系和利益体系的分析,对各利益相关者的责任及相互之间的协调关系进行总结。在此基础上,建立精细化、高效化的智慧社区运营管理平台体系,并对综合决策平台、监测评价平台、服务管理平台、资源整合平台、监督受理平台和服务选择平台的运行机制和相互作用进行分析。
The construction and operation of the smart community is a systematic and complex work involving a large number of stakeholders related to the subject, and a wide range of effects. As a result, multi-subject coordination has become an important task for the sustainable development of smart community. This paper summarizes the concept and the development model of smart community, and puts forward the smart community operation management system which takes the real estate developer as the main body and is guided by the government. Through the analysis of the smart community service system and the interest system, the paper explores the responsibilities of the participants and the coordination between each other. Then the paper establishes a complicated, exact and efficient smart community operation management platform system, and analyzes the operation mechanism of the following 6 aspects: the comprehensive decision-making platform, the monitoring and evaluation platform, the service management platform, the resource integration platform, the supervision receiving platform and the service selection platform. Their interactions are also analyzed.
