京津冀产业转移协作的实现机制探讨

Discussion on the Mechanisms of Industrial Transfer and Cooperation among Beijing-Tianjin-Hebei

机制建设是京津冀产业转移协作平稳有序推进的基本保障。针对产业转移与对接协作的不同环节,京津冀三地需要建立产业转移的利益分享、产业对接的开放协作、产业入园集聚发展、产业发展的要素流动、产业转移项目的布局协调、跨地区的产业对口援助和地方政府官员政绩考核调整等七种重点机制。这些机制的建立既可以充分调动地方政府、企业和居民共同推动京津冀产业转移与对接协作的积极性,又可以实现京津冀三地共同利益最大化。

Mechanism construction is a basic safeguard to make sure industrial transfer and cooperation among Beijing-Tianjin-Hebei. Seven mechanisms should be established： benefits sharing, openness and cooperation of industry docking, agglomeration in the industrial parks, factor flow for industrial development, the coordination and distribution of industrial transfer projects, industrial counterpart aid across regions and the evaluation adjustment of the local government performance. The establishment of mechanisms will not only stimulate the initiative of local government, companies and the residents to promote the industrial transfer and cooperation, but also maximize three provinces common interest.
