田湾核电站3、4号机组合同管理创新与实践

The Management Innovation and Practice of China-Russia Contract on Units 3&4 of Tianwan Nuclear Power Station

作为中俄两国继续深化核能合作的又一重大项目,田湾核电站3、4号机组与1、2号机组相比,国际核电建设环境有所变化,中俄分工有所改变,建设成本大幅上涨。为妥善应对项目潜在风险、降低投资成本、提升经济效益,3、4号机组在风险管控、成本控制、接口协调等方面采取了一系列管理创新举措,在确保工程进度、质量的同时,实现了降本增效。

As another major project for deepening China-Russia cooperation,Units 3 4 of Tianwan Nuclear Power Station are different from Units 1 2 due to the changed international environment for construction of nuclear power project,the modified division of work between China and Russia,and the substantially increased construction cost.In order to appropriately cope with the potential risk,reduce the construction cost and improve the economic benefit,a series of management innovation measures have been adopted for Units 3 4 in the aspect of risk management and control,cost control,interface coordination,etc.,which have achieved the cost decrease and benefit increase in the premise of ensuring the project schedule and quality.
