Scientific policy-making and Expert Consultation: An Analysis Based on the Construction of Provincial Government Syetem

在行政决策过程中引入专家咨询,能更好地实现决策科学化、民主化;同时也是建设法治政府,改善决策体制的应有之义。省级地方政府在中央精神的指导下对专家咨询制度开展了探索并取得一些成效,然而在制度实际运行中所暴露出的共性或个性问题说明专家咨询制度的建构仍需完善。通过对省级地方政府政策文本的分析,有助于认识和理解专家咨询的现状并对其补苴罅漏。

To introduce expert consulting into administrative policy-making can make the policy-making process more scientific and democratic,and it also considered as a must to build a government ruled by law and improve the policy-making system. Under the guidance of the central government,Chinese provincial governments have launched some research on expert consulting system and made some results,however the common and individual problems exposed in practice show that the expert consulting system still needs improvement. Through a thorough analysis of the policy documents of provincial governments,this study provides a better understanding of the status quo of the expert consulting system with recommendations to make up deficiencies.
